  1. General Provisions

This regulation is based on the Law of the Republic of Tajikistan "On Inventions" dated February 12, 2004, No. 2, Article 49, the concept of vocational education development in the Republic of Tajikistan, the concept of competitiveness and innovative development of the KITIM (Tajikistan Institute of Technology and Innovation Management) during 2011-2013, and outlines the general provisions and objectives of the activities of the "Training and Training Center for the Development of Intellectual Skills and Technical Creativity" of the KITIM.

The Training and Training Center for the Development of Intellectual Skills and Technical Creativity is established to unite the scientific-educational staff of the Institute and students inclined to scientific activities, to carry out scientific-research and experimental-design work.

The Training and Training Center for the Development of Intellectual Skills and Technical Creativity is part of the scientific community of the students of KITIM and is a division of all the faculties of the KITIM.

The Center does not have legal entity status:

The division and closure of the center are carried out by the decision of the KITIM Academic Council.

The activities of the Center are governed by the law of the Republic of Tajikistan in the field of education, as established by the Republic of Tajikistan, by decrees, letters, and guidelines from the Ministry of Education and Science of the Republic of Tajikistan, the KITIM Charter, the decision of the KITIM Academic Council, and the system of quality management standards of KITIM, and also by this regulation.

The planning of the Center’s activities is carried out by its leader in coordination with the leaders of the scientific society of KITIM students and faculty deans. The work plan is agreed upon in the calendar schedule of the scientific society of KITIM students.

The work plan of the center is approved by the Vice-Rector for Scientific Affairs.

Regarding the results of the Center’s work, the leader reports annually at the KITIM Academic Council meeting, and the report is approved by the Vice-Rector for Scientific Affairs.

  1. Main Objectives of the Center
  2. a) To increase the professional level of students by engaging them in scientific-research and experimental-design work.
    b) To develop the innovative activities of students and scientific-educational staff of KITIM.
    c) To support the consultation department for students and scientific-educational staff of KITIM regarding issues related to intellectual property documentation (author certificates, patents) and licenses.
  3. Main Types of Work

3.1 To achieve the objectives set out, the Center will carry out the following activities:

  1. a) Organizing scientific work.
    b) Conducting development of new technologies, devices, equipment, software, etc.
    c) Implementing private investment tools and attracting them to scientific-technical projects aimed at creating private production with joint events.
    d) Consulting on patent-licensing issues.
    e) Organizing and conducting seminars, conferences, schools, and internships.
    f) Conducting scientific expertise, inventions, discoveries, technical solutions, and projects.
    g) Providing students with training on the use of advanced technology devices, marketing research, innovation management, metrology, standards, and innovation activities, as well as economic foundations.
    h) Providing assistance regarding the exchange of advanced technologies and scientific-technical achievements between Tajik and foreign specialists in the field of scientific-technical and experimental-design work, as well as implementing a practical innovation office.

3.2 The Center may carry out other types of work that do not contradict the KITIM regulations.

  1. Organizational Structure
  1. The leadership of the center is provided by a head appointed and dismissed by the rector's order.
  2. The activities of the center are coordinated by the leader of the scientific society of KITIM students. Performance evaluation and administrative oversight are carried out by the Vice-Rector for Scientific Affairs.
  3. The Center’s structure includes the design sector, technological sector, intellectual property protection sector, innovation support sector, and a metrological laboratory.
  4. The staffing table of the center is implemented by the leader according to the volume of executed work and is approved by the rector of KITIM.
  5. Appointment and dismissal of center staff are carried out by the rector's order based on the center leader’s proposal.
  6. For solving the set tasks, temporary creative teams (composed of students and scientific-pedagogical staff) can be formed at the center, and members of these teams work under contract.
  1. Collaborations

5.1 The Center cooperates with other divisions of KITIM on issues related to logistics, production activities, and document processing according to regulatory documents. Cooperation with the administrative and logistics departments on technical and material support, considering production needs, is carried out regularly.

5.2 The Center cooperates with organizations on the basis of the laws of the Republic of Tajikistan, the KITIM regulations, and agreements with industrial organizations.

  1. Responsibility

6.1 Responsibility for the quality and timely implementation of tasks outlined in this regulation lies with the Center leader and their subordinates.
6.2 Every staff member of the center is responsible for quality performance of their tasks (according to job descriptions).

  1. Rights and Duties

7.1 To perform the tasks assigned, the Center has the right to:
a) Request and obtain necessary information from the divisions of the university for performing its tasks.
b) Organize and conduct (after the Vice-Rector’s approval) planned and unplanned activities aimed at achieving its goals.
c) Involve employees for solving internal issues of the center.
d) Participate in the organization of orders and contract development for the procurement of necessary software, technical devices, and consumables.

7.2 The rights and duties of the Center leader and staff are determined by the labor laws of Tajikistan, the KITIM regulations, and labor agreements and job instructions.

  1. Legal Foundations for Establishing the Center

The Training and Training Center for the Development of Intellectual Skills and Technical Creativity is based on the provisions of the laws of the Republic of Tajikistan on higher professional education and post-secondary education, the KITIM Charter, and the many legal and regulatory documents in the field of higher education.

The Center aims to raise the level of knowledge of students and prepare them for independent work and social protection, as well as to carry out training programs, self-improvement, and projects based on modern technological tools.

  1. Project Directions and Initiatives for Student Support

KITIM offers training for specialists in fields like design, modern information technologies, food technology, artistic clothing design, consultancy courses, diagnostic computer centers, repair of technical devices, and other courses related to economic specialties.

  1. Strategic Objectives of the Center for Developing Professional Skills and Social Protection of Students

The Center’s strategic objectives include involvement in teaching programs aimed at skill development, such as learning to use computers, internet networks, industrial machines, sewing machines, and designing clothing. Students can also participate in various programs and activities to enhance their skills, which can later be reflected in their final exams.

  1. Priority Areas for Developing Innovative Student Projects
  1. Developing video courses, multimedia courses for academic subjects.
  2. Organizing self-improvement clubs for students.
  3. Developing automated teaching programs.
  4. Developing materials to improve the quality of independent student work.
  5. Establishing collaborations with foundational schools.
  6. Involvement in scientific research and collecting materials on academic subjects.

Final Provisions

The termination or closure of the Training and Training Center for the Development of Intellectual Skills and Technical Creativity will be carried out based on a decision of the KITIM Academic Council.

Changes to the Center’s Regulation can be made by the KITIM Academic Council.
